In dense urban environments, parking fines operate as a probabilistic tax rather than a strict deterrent. If the meter rate is extremely high and the enforcement probability is low, the economically rational choice is to not pay the meter.

Commercial vs Passenger

This calculator applies only to passenger vehicles. Delivery companies (like UPS and FedEx) have entirely different math.
