The Cost of Cooling Pre-War NYC

New York City has some of the highest electricity delivery rates in the continental United States. While the supply charge might only be 10-12 cents per kWh, ConEd's delivery charge, taxes, and fees often push the actual blended rate to 28-32 cents per kWh.

Combine this high rate with older, poorly insulated pre-war buildings (which leak cold air rapidly) and inefficient window AC units, and summer power bills easily exceed $250 a month for a standard one-bedroom apartment.

Delivery vs Supply

Look closely at your bill. You are billed twice for the same electron: once for the company that generated it (Supply) and once for ConEd to maintain the grid and bring it to your apartment (Delivery). Delivery charges are heavily regulated by the NY Public Service Commission, but they strictly fund infrastructure upgrades.
